In February, 2015 the Public Service Commission approved the implementation of the first community choice aggregation (“CCA”) pilot program in New York State, allowing Sustainable Westchester to bid out the total amount of natural gas and electricity currently being purchased by local residents and/or small businesses in Westchester County. The pilot program is intended to include residential and small commercial/non-residential customers.
As part of the pilot program, Sustainable Westchester will issue a request for proposals (RFP) to suppliers to provide energy to municipal participants, and then award a contract. Sustainable Westchester, through the participating municipality, will then request individual customer data from the utility. Then Sustainable Westchester (or the municipality) and the selected supplier will then notify bundled residential and small business customers of the contract terms and their opportunity to opt-out of the program within 20 days.
The selected alternate supplier (not Con Edison) would then become the default supplier of energy to residents in the participating municipalities unless residents and/or small businesses individually choose to opt-out to stay with Con Edison. Residents and small businesses may opt-out at any time.
The proposed benefits of this program include; Price stability for a fixed contract term, lower process, more favorable contract terms for consumers, and the ability to design a program that reflects local preferences and needs, including cleaner energy sources.
The Village of Rye Brook Village Board is considering a local law at their June 9 and June 23 Village Board meetings to participate in this pilot program with Sustainable Westchester.
